The City of Frederick is a thriving, diverse community, nationally recognized for its revitalized historic town center. Anchored by the spectacular Carroll Creek Linear Park, this innovative and award-winning flood control project is key to downtown’s viability and vitality.

Former Mayor Ron Young is the visionary who championed this forward-thinking solution that would not only protect Frederick from the threat of flooding but allow for expanded downtown commercial opportunities and an inspired new visitor attraction. A beautiful promenade and community gathering place, the Carroll Creek Linear Park was the culminating effort in Young’s vision for a revitalized downtown that included widened sidewalks, buried electric lines, the Delaplaine Visual Arts Center, and the advancement of public art.

Working with federal, state, and local partners as well as subsequent mayoral administrations, The City of Frederick is now a strong and vibrant community - the envy of small and mid-size cities across the country. It is an amazing story of success. The sculptural tribute to Ron Young celebrates his inspirational leadership and vision for the creation of Carroll Creek Linear Park and downtown’s revitalization.

THE PROJECT

The Committee for the Ron Young Sculptural Tribute has commissioned nationally renowned sculptor Antonio Tobias Mendez “Toby” to create a seven-foot bronze sculpture of Ron Young positioned at the amphitheater within Carroll Creek Linear Park, where people regularly congregate. The sculpture will include an interpretive wayside exhibit that will recount the Park’s development, the downtown revitalization effort, and recognize the commitment of successive mayors who helped fulfill the vision. The sculpture and exhibit are intended to inspire creativity and the contributing role residents can play in the ever-evolving story of Frederick.
